[CTPP] CTPP 2000 Software question

I was just talking to someone who had an issue installing E-911 software on a new Vista laptop. Supposedly, if you right click on the setup executable, you can specify you want the application installed as a Windows XP app. Not sure if that helps though.
Does anyone know of any 16-bit emulators maybe?
