[CTPP] TRS shape files

The Census Bureau provides shape files for TAZs which do not seem to cover
small counties without metro areas.   What I need is a shape file for
townships, ranges, and sections for the entire state of Illinois including
rural counties like Iroquois County.  My project deals with land use data.
The maps produced by Landview are excellent for my purpose but they produce
only image files not shape files. Can someone help?
